"Madam President, this debate covers a very extensive issue, as it involves granting discharge to a whole range of European institutions, each one of which has its own specific features. It is therefore very difficult to summarise this issue in one speech.
Cooperation between the Court of Auditors and the Committee on Budgetary Control, of which I am a member, is excellent, and this cooperation has produced certain recommendations on how the European Parliament should vote when granting discharge. Nevertheless, in the evaluation of individual institutions, especially the European agencies, deficiencies constantly arise, for example in the recruitment process, in public procurement, in problems with transparency or problems with internal control. It is therefore very difficult, for a whole series of these reasons, to agree to grant discharge. On the contrary, we should support the reports which propose postponing discharge."@en1
