"Mr President, Commissioner, I see that this theme has divided the House. Nevertheless, and contrary to the view held by my fellow Members, I support what the Council has presented.
As a member of the Committee on Development, it is precisely this aspect that I would like to emphasise. Although urgent humanitarian aid in the form of funding is essential in response to disasters such as those in Pakistan, more needs to be done. The most effective way we can promote development is to enable people to help themselves. I therefore welcome the abolition of customs barriers – no matter how temporary – and I am confident that this transitional period will allow us to evaluate the process proposed by the Commission. If this process and approach works, I would perhaps then revise the definition of the European Union’s development assistance. If anything, it is not Pakistan, but China that poses the biggest threat to Europe’s textile market."@en1
