"Mr President, I would like to make a short comment regarding nuclear plants in third countries that are very close to EU borders. Two particular cases have already been mentioned today, two simultaneous nuclear projects: one in the Kaliningrad district of the Russian Federation, which is completely surrounded by Lithuania, Poland and the Baltic Sea, and the second in Belarus, where a nuclear power station is planned to be built just 20 km away from the Lithuanian border. When the whole world was watching the dramatic developments in Fukushima, on 15 March, the Belarus Government and the Russian state-owned energy company Rosatom signed a contract under which Rosatom will have to finish the nuclear plant in Belarus by 2018. Russia is also preparing a USD 6 billion envelope to Belarus to finance this project. So the Belarus authorities have been defiant about the need to properly inform Belarus’s neighbours about the planned project, and the project as it stands clearly violates the Espoo Convention on environmental impact assessment."@en1
