"Enormous progress has been made towards the creation of a common European asylum system in the last decade. However, major discrepancies still remain between national provisions and in the way they are applied, which need to be overcome if we want to establish a common area of protection and solidarity by 2012, based on a common asylum procedure. The great objective is that, irrespective of the Member State in which applicants lodge an asylum request, they must enjoy a high standard of treatment that is equivalent throughout the Union. That is why a fundamental revision of the Procedures Directive is important, so as to provide an accessible, fair and effective procedure. The Commission’s initiative is generally positive, enabling greater consistency and harmonisation, improving protection standards, and enhancing the quality and efficiency of procedures. I would congratulate the rapporteur on her work and commitment, but I regret that some of her proposals went a little too far, which ended up making agreement with the Council impossible on this initiative that appears so urgently needed so as to increase the efficiency of the asylum process and prevent abuses."@en1
