"The European Union’s key objective in the area of asylum entails establishing a common area of protection and solidarity by 2012 based on a common asylum procedure. Despite the efforts made over the last ten years to achieve harmonisation in the asylum sector, major discrepancies still remain between national provisions and the way they are applied. In whichever Member State applicants lodge an asylum request, they must enjoy the same treatment, taking into account common standards applicable throughout the European Union. The adoption of a sound European legal framework is a if the Union wishes to introduce a common European asylum system in an adequate and effective manner. Thus, only by improving and harmonising the procedures and related guarantees will it be possible to achieve a common asylum system. Furthermore, a fundamental revision of the Procedures Directive is vital, so as to provide an accessible, fair and effective procedure, as much in the interests of asylum seekers as in those of the Member States. I would like to stress that the Commission’s new revised proposal for this directive may genuinely help to achieve greater harmonisation, improve international protection standards and enhance the quality and efficiency of asylum procedures."@en1
