"The Solidarity Fund is an instrument of paramount importance to the EU. Apart from its financial impact, it also conveys an expression of European solidarity. However, the Council has just shown us that this solidarity is starting steadily to diminish. At the moment, in order to help citizens who have already suffered so much following last year’s floods, the Council is forcing us to slash funds from very important programmes. Furthermore, if we look at which Member States are currently blocking in Council the notion of ‘new money’ to cover the fund’s needs, we will notice that it is those which, in their turn, have benefited from receiving large sums of money in previous years. The Union is based on the concept of solidarity. Without it, we could not have shaped the Europe we have today, nor will we be able to shape the Europe of tomorrow."@en1
