"The report endorses the mobilisation of the European Union Solidarity Fund (EUSF) to assist six countries: Poland, Slovakia, Hungary, the Czech Republic, Croatia and Romania. These countries were affected by torrential rainfall, in some cases, without precedent, extensive flooding, landslips and mudslides. In four countries – Poland, Slovakia, Hungary and Romania – the disasters qualify as ‘major natural disasters’ according to the definition given in the EUSF Regulation; in other words, the damage is estimated to exceed 0.6% of their Gross National Incomes. We consider the mobilisation of this support to be important and necessary, and we therefore voted in favour of the report. Once again, we must draw attention to the excessive delays between the occurrence of the disaster, the decision to mobilise the EUSF and the actual delivery of EU support to the Member States and regions affected. In this case, the disasters occurred in May and June 2010. Parliament has only just approved mobilisation of the EUSF, almost a year later. Now, other procedural requirements will delay the money’s arrival at its destination even more. That is why we have been advocating the need to adapt the rules for mobilising this fund, so as to make its mobilisation more flexible and timely."@en1
