"The criteria are the same for all countries. It is true that owing to geographical conditions, sometimes cities like Milan in Italy have a more difficult job to reach the same criteria than other cities. However, it is of the utmost importance that all citizens in the European Union be guaranteed the same level of health and protection. That is the issue in this respect. Of course, if there are issues that are locally or regionally specific, we award attention to that and we do try to address these issues in a collaborative way with the authorities so that we find the proper solutions. Our aim is always to target and find a solution – to be strictly helpful and helpfully strict, if you like. Concerning the second question, we normally do not give specific recommendations to any of the cities or regions, simply because we believe that the authorities there are much better placed and know the situation better than we do. We do check if compliance is met, but normally the kind of standardised approach that gives good results is a mixture of various measures, some which are more short-term orientated and others are more structural."@en1
