"Three concrete measures were adopted on 24 January this year, with immediate effect, on the management of EU research grants in the Seventh Framework Programme (FP7), and each of these responds directly to concerns that have been expressed repeatedly by participants – and would-be participants – in FP7. One is allowing more flexibility as to how personnel costs are calculated. Another is that SME owners whose salaries were not formally registered in their accounts can now be reimbursed through flat-rate payments. And a new steering group of senior officials, taken from right across the Commission services, is involved in removing inconsistencies. This is very important for the application of the rules that are there already.
We designed an e-learning platform specifically targeted at SMEs. It is going to go online this year, and it aims to facilitate the access of SMEs to R&D projects. The exploration of its results will offer free online training and customised information and, very importantly, a communication forum. All of those taken together improve substantially the situation for SMEs and obviously, under the common strategic framework, I have no doubt that we will get other very good ideas about what else we might be able to do to help them."@en1
