lpv:translated text	"Madam President, ladies and gentlemen, I should first like to congratulate Mr Fernandes on his excellent work and on the climate of positive cooperation between the Bureau and the Committee on Budgets, which has allowed us to reach an agreement on the estimates of revenue and expenditure of Parliament for the financial year 2012. As has become clear during the debate, starting from a proposal based on a suggested rate of increase of 5.2% compared to 2011, we arrived at an overall level for the Preliminary Draft Estimates which represents a rate of increase of 2.3%. Furthermore I believe the estimate of a EUR 100 million transfer for youth projects is important, since Parliament identified this policy as one of its priorities for 2011, and these funds will be helpful in financing mobility, education, and employment projects for all the young people of Europe. I hope, finally, that in the 2012 budgetary procedure, it will be possible, through the determination of all the institutions, to optimise resource management."@en1
