"Violence against women is an international as well as a European problem. Despite the fact that violence against women has been a topic of debate over several decades, the international community has not managed to put an end to this extremely destructive form of criminality. It is distressing to see how we still fail to protect women against violence. It is a complex problem which involves protecting the integrity of individual victims of crime but also protecting important common social interests, such as freedom and democracy. The European Union must therefore shoulder its responsibility and introduce the legislation required to put an end to the violence. I recognise the compilation made by the rapporteur of a number of measures in this strategic report which are absolutely necessary in order to guarantee women in Europe a decent life. However, due to the fact that recital J establishes that prostitution as such is a violation of human rights, and given the effort we are making to regulate such practices, some members of our group had to abstain in the end."@en1
