lpv:translated text	"The European Parliament has adopted in the past a resolution on violence against women, which emphasised the need for comprehensive legislation which would combat every form of violence against women. The Commission has made some important decisions in principle towards this end, especially by drawing up a new action plan for gender equality, which stresses that gender-based violence is one of the key problems to be addressed. The Commission has also announced that it will submit a proposal in 2011 for a strategic plan to combat gender-based violence. Gender-based violence results in severe harm to individuals’ physical and mental health. This entails a heavy cost to society in the form of social problems and costs for the legal and healthcare systems. The cost to society of gender-based violence is estimated on the basis of spending on healthcare, the legal system and social services. Gender-based violence is also a serious problem in terms of democracy. The very fact that women are subjected to violence restricts their opportunities to participate in social and working life."@en1
