"Controlling the trade in dual-use goods is an important area, with both security and commercial aspects that would not be sufficiently effective and enforceable without the associated flow of shared information or flexible international cooperation. In this context, I would also like to emphasise the role of the relevant monitoring bodies, for example customs authorities, which shoulder considerable responsibility for the direct monitoring of exports or transit of dual-use goods. In my opinion, we should also assist these bodies, for example in the area of access to modern monitoring equipment, the acquisition of new expertise in the performance of monitoring procedures and, last but not least, through support for professional training and work exchange visits. A sophisticated security policy should always include setting up the export regime for dual-use goods to a high standard, along with the application of all international commitments."@en1
