This report is on the need to control the export and circulation of what are called dual-use products: that is, those that have not only a civil but also a military one. Over the last few years, the European Union has been taking a number of measures to prevent these materials being used for the manufacture of weapons, particularly weapons of mass destruction. The EU’s main instrument of control is Regulation (EC) No 428/2009, of 5 May, which covers the sale and transportation of these materials, but which needs to be amended in order to prevent different approaches being taken in different Member States. I therefore agree with the proposals included in this report, as they aim to reassure the European public with regard to the production and circulation of dual-use materials, and to make the current arrangements more transparent and democratic."@en1
