"Prior to their accession, the rules regarding nuclear energy and radioactive waste in place in the countries of Central and Eastern Europe were less stringent than the rules applicable in the EU at the time. In addition, some of these countries continued to operate old, Soviet-manufactured reactors that could not be adapted to the minimum required safety standards at an economically acceptable cost. For this reason, on accession, Lithuania, Slovakia and Bulgaria undertook to decommission reactors not considered to meet the standards. The intervention and financial assistance of the EU was required for this, which is due to continue until 2013. Following the tragic events in Japan, I believe there is an urgent need to complete all the programmes for closing and decommissioning nuclear plants in Central and Eastern Europe whose operations do not comply with European safety standards."@en1
