"Migration flows arising from instability are the indirect consequence of violations of human rights, environmental disasters and the lack of economic and social structures capable of assuring the wellbeing of broad sections of society. These things represent a challenge for the European Union, due to the efforts they require both in terms of cooperation for development and in terms of prevention of social tensions, which are often not only created between countries of origin and destination but also between countries of origin and the migrants’ transit countries. This challenge requires practical responses from the EU that are designed to tackle not only cooperation for development but also foreign policy, implementing preventive measures at both regional and global level, measures which make use of all the foreign policy instruments available, and are focused on security, regional cooperation, bilateral agreements with countries of origin and transit, and protection of human rights and democratisation. Given my strong conviction that it is important for the EU to act directly on the causes of instability, partly by improving the use of the available instruments, I have no option but to vote in favour of the proposal."@en1
