This report focuses on the migration flows resulting from the political instability being experienced in certain regions of the world, in particular North Africa and the southern Mediterranean. This situation, which is affecting the countries of southern Europe, particularly Italy – we are all following the situation on the island of Lampedusa, where more than 20 000 people have landed – and the island of Malta, has brought more than 400 000 refugees to Europe. In order to minimise this situation, in addition to mobilising the European Refugee Fund, it is essential that the EU implement a more sustained plan aimed at humanitarian assistance and guaranteeing the basic needs of these people as soon as possible. A regional programme aimed at refugees from Egypt, Tunisia and Libya also needs to be drawn up, relating to both asylum and the protection of refugees, in order to prevent human trafficking and to prepare their return to their countries of origin. I welcome the adoption of this report, as it indicates that the EU is going to address the structural causes of problems resulting from migration flows through its foreign cooperation policy, without preconceptions of any kind."@en1
