"Mr President, I would like to say that migration flows arising from instability are a real challenge for the European Union. This is about the individual fate of human beings, in which every person’s story is different. They are on the move through desperation, but what unites them all is hope for something better.
Europe needs to show sympathy and a willingness to help. European integration is a successful, common project through which we have created prosperity, stability and security – a sort of cradle of wellbeing. It will be difficult and expensive to respond to this wave of immigration after it starts rapping on the doors of Europe.
The example provided by the island of Lampedusa shows how foreign policy security matters can become internal policy in an instant, and that is why development cooperation alone is no longer enough. Europe needs a comprehensive, preventive plan that covers aspects of security, regional cooperation, trade policy, climate change, the protection of human rights and the development of democracy. This is what we need to do."@en1
