It also pays clear and explicit attention to those that find themselves in great difficulty, such as North Africa in particular at this time. Respect for human rights, international cooperation and bilateral relations are essential, as too are regional organisations such as the Arab League and the African Union, which can provide added value in a stable, lasting peace process.
