"We are all aware of violence against women, and we debate it, but when it comes to eliminating or doing away with it, the results are poor. Violence affects women at various times of life, from childhood to adulthood. It happens in school, at work, in peer groups, in public and also in private family life, or life with a partner. It takes many forms – from physical and sexual to mental and social, and even economic violence. It is experienced by women from different educational backgrounds, socio-economic positions, ethnic groups and religions, and by women from both urban and rural environments. It should be emphasised, however, that violence against women is a problem that we must all address. Eliminating it requires not only active institutions, but also active individuals – men and women – who do not turn a blind eye to this unpleasant phenomenon in our society, and who are willing to get involved personally in enforcing the principle of zero tolerance. The individual Member States must play a greater role in this, drawing up action plans for combating violence against women, boosting media awareness and adopting specific criminal laws and measures."@en1
