"− I voted in favour of this report. The objective is very ambitious: it means to create a complete reform of consumer legal protection which addresses the entire subject of contracts and which brings into play the 27 national laws that provide different levels of protection. About a year ago, Prof. Monti said in his report to President Barroso: ‘…the legislator should find without delay an agreement on the draft directive on consumer rights, in order to ensure a high level of protection for consumers in an integrated retail market’. I fully agree with Prof. Monti. The absence of common rules in various Member States has given way to fragmentation of legal frameworks which is harmful for both consumers and manufacturers and in fact prevents the realisation of a common market. At a time of crisis like the one we are living through globally, Europe cannot afford to let its manufacturers lag behind and its consumers be insufficiently protected. It is therefore a matter of urgency that we come to an equitable common denominator in order to harmonise laws throughout Europe. We must all make an effort to reach an agreement with the Council, even at first reading."@en1
