"I wish to stress that the proposal tabled by the European Commission is not the reform of the ‘Generalised System of Preferences’ requested by the European Parliament in its resolution of 5 June 2008, but merely an extension of the current set of rules. This is why I share the rapporteur’s view about the need to review this regulation devised in 2008 immediately, and to adapt it to the provisions of the Treaty of Lisbon, which subsequently came into force. Thanks to this treaty, the European Parliament enjoys new powers in the area of trade and must have its say on the eligibility criteria, the list of beneficiary countries and the temporary withdrawal of GSP arrangements. A general review of the regulation will need to be carried out in the future, aimed at increasing the involvement of beneficiary countries in the reform processes which affect them, granting technical assistance to help develop their institutional capacity, as well as reviewing and harmonising the rules of origin."@en1
