However, I abstained on this resolution because of its call for a no-fly zone. To enforce a no-fly zone, we would have to bomb anti-aircraft missile sites, with a threat to civilian life. We would also allow the regime to claim that the West was attacking Libya, rather than attempting to defend the people of Libya."@en1
