The Hungarian Government should provide an effective guarantee of freedom and pluralism in the media, and should therefore revoke the law, or modify it substantially, based on the observations and proposals of the Organisation for Security and Cooperation in Europe (OSCE), the Commissioner for Human Rights of the Council of Europe, the Council of the European Union and the case-law of the European Court of Human Rights, and by means of an open, transparent debate in which all stakeholders, non-governmental organisations (NGOs) and citizens can participate."@en1
