"The European institutions have recognised the strategic interest of EU enlargement to the Balkans on a number of occasions. The accession of new states depends on various factors. The first of these is the interest expressed by the state, followed by a pledge to comply with a set of fundamental rights for citizens. As the Republic of Montenegro has expressed its interest in acceding to the EU, the Council decided to confer candidate country status on this state on 17 December 2010. In fact, as stated in this report, Montenegro has been making a number of reforms, particularly the creation of a new legal and constitutional framework, and in the fight against corruption. Nevertheless, there are areas in which more progress is needed, such as the freedom of the press and respect for the work of non-governmental organisations. I am voting for this Parliament resolution on the process of integration for the Republic of Montenegro, which recommends that the process of integration be speeded up. I would like to call upon the Montenegrin authorities to continue to make an effort to fulfil the established objectives, as this country is an important neighbour for the EU, and one with which we would like to collaborate."@en1
