"As was the case in the resolution on an EU strategy for the Danube region adopted by the EP last month, the present draft resolution stresses that the major added value of EU macro-regional strategies is seen in multi-level cooperation, coordination and better strategic investment of available funding, and not in the additional allocation of resources. The draft resolution underlines the conclusions of the Swedish Presidency regarding no new institutions, no new legislation and no new budgets.
Furthermore, REGI wanted this strategy to work according to a bottom-up approach and to involve all stakeholders (regional and local public authorities, Member States, the EU, private stakeholders and civil society organisations, including the interregional networks and organisations concerned) in its design and implementation. From the Greens/EFA point of view, we proposed amendments on the development of marine energy, the prevention and fighting of marine pollution by ships, and the development of short sea shipping and highways of the sea, that were all adopted."@en1
