"Mr President, Turkey is an important neighbour of the European Union, and the report which has been submitted for 2010 highlights significant changes which have taken place there. There is no doubt that the constitutional changes make a great impression, and they make a fundamental contribution to the democratisation of life in Turkey. There are, however, areas in which we should like to see greater progress. A basic matter here is, of course, the fostering of relations with neighbours. Without a solution to the Cyprus issue, all other issues will be at a permanent impasse. The situation is similar when we look at civil liberties, including religious freedom. I hope the conclusions of the report will allow progress to be achieved in Turkey, and a recognition that the country is changing not only in economic terms but also in matters which are important from the point of view of civil rights and freedom."@en1
