"Mr President, the recent events of historical importance in our Southern Neighbourhood call for a resetting of our policies there, but we have to start with the lessons to be learnt. Firstly, we must learn that relying on authoritarian leaders or imposing our model of life is wrong. We must leave those people to build their democracy in their way and under their conditions. Secondly, we must understand that the national fragmentation of our aid-for-development policy that sometimes allows the promotion of national geopolitical agendas deprives us and the countries in the area of the benefits of security through development. Thirdly, our lack of vision and political will in addressing the regional security challenges, mainly the Israeli-Palestinian issue, leads us towards ever worse crises. On Libya, amongst other countries, we must remember that not all those fighting a dictator are democrats and change is not always for the better. We can therefore speak about dialogue, engagement, humanitarian assistance, but recognition might be too early, and recourse to military means should be ruled out or, at any rate, be subject to United Nations approval and Arab League cooperation. Otherwise, we could be led into an adventure, the results of which may be difficult to cope with."@en1
