"While recognising that cooperation in the area of taxation can be important, we should not ignore the fact that tax policy is an essential instrument of economic and social policy, on the definition of which clear political criteria and evaluations have an impact. Therefore, it does not fall to the European Union to export so-called ‘good tax governance’. The sovereignty, choices and options of developing countries must be respected in full, with due attention to their specific situation and conditions. Meanwhile, the so-called ‘Economic Partnership Agreements’ that we have been imposing on developing countries, despite their resistance, severely constrain their tax systems though the significant reduction in customs revenues that they involve, alongside other serious damage. In addition, the continued existence of tax havens leads to very great losses of revenue for developing countries every year. The European Union, therefore, needs to change its policies and resolve these contradictions."@en1
