"We Swedish Social Democrats are very much in favour of a transaction tax at global level. The EU should work very actively to get such a system established. If an international agreement should, in time, prove to be politically impossible, the alternative of introducing a transaction tax within the EU alone should be given very careful consideration. It should be based on a well-balanced impact assessment. The Commission is currently preparing an analysis, but this has not prevented its representatives from pre-empting events on several occasions by expressing clearly negative views of a tax at EU level. That is unacceptable, in our opinion. Therefore, in order to send a clear signal to the Commission that this matter should be taken seriously and that the process must be unbiased, we have chosen to vote in favour of the amendment that talks specifically about the introduction of an EU tax. It is very important for an objective and thoroughly considered basis for a decision to be established with regard to this matter."@en1
