"Madam President, ladies and gentlemen, to date, the recommendations adopted by the General Fisheries Commission for the Mediterranean (GFCM) have been transposed into European Union legislation on a provisional basis, by means of annual regulations on fishing opportunities. These relate to measures for the conservation, management, exploitation, monitoring and marketing of fishery and aquaculture products in the Mediterranean.
The permanent character of these recommendations, however, requires a more stable legal instrument for their transposition into EU law. It is therefore appropriate to transpose the recommendations in question via a single legislative act to which future recommendations may be added. This is what we have done today and this will give greater certainty to the law while, at the same time, representing an important step towards simplification.
At this point, the parties to the GFCM are obliged to ensure full implementation of the measures agreed, starting from the established date. Timely transposition was therefore necessary in order to make these international measures directly applicable to natural or legal persons across the EU and to ensure legal certainty in this regard."@en1
