lpv:translated text	"− I am voting for this proposal for a Council decision on guidelines for the employment policies of the Member States and I agree with the rapporteur’s recommendations. The Treaty on the Functioning of the European Union obliges the Council to produce guidelines for the employment policies of the Member States every year and to consult the European Parliament beforehand. I believe that it is necessary for the Commission and the Council to ensure that the guidelines are the main thrust of the European Semester. The involvement of stakeholders, including the social partners and parliamentary bodies in the design, implementation, monitoring and evaluation of the National Reform Programmes, is a crucial element of effective governance of the employment and social policies by the Member States. Without the Member States’ profound involvement, the Europe 2020 Strategy cannot succeed; I hope that this will not come about."@en1
