"I voted in favour of this motion for a resolution, because there is an urgent need to step up efforts at all levels to ensure that the European Union employment guidelines are properly implemented. Only by properly implementing these guidelines will it be possible to increase labour market participation, develop a skilled workforce, and improve the quality and performance of education and training systems. Furthermore, the goal of the guidelines for the employment policies is to ensure that, under the Europe 2020 Strategy and economic governance, the employment targets are achieved and sustainable economic growth and social progress are guaranteed. I believe that it is very important for the Member States to make every effort to deliver on the commitments made to increase employment levels, improve people’s skills, create job opportunities, reduce poverty and enhance social inclusion. The European Commission and the Member States must be ready to ensure that these guidelines are implemented together with social partners and regional and local institutions, which must participate in drawing up and implementing national reform programmes. As a result of the economic and financial crisis, the situation in Europe’s labour market is still tense and therefore combating unemployment must be one of the most important policy priorities for both the European Union and Member States."@en1
