"This report focuses on several aspects of the activities of the European Investment Bank (EIB). Some of its activities are directed towards meeting EU development policy goals in countries that have difficulty obtaining finance on the capital markets on reasonable terms. The EU is using the EIB, under this policy, to try and bridge the gap between the North and the South, as less developed countries inevitably have poorer access to financing to develop their economies. I firmly believe it is right for EU instruments assisting third countries to be maintained and adequately expanded, as an expression of EU solidarity with third countries, and to fulfil the EU’s share of responsibility for the functioning of the global economy. I consider the extension of the EIB mandate to include regional operational guidelines, which will be developed by the Commission in cooperation with the EIB, following consultation with the European External Action Service, to be a step in the right direction for meeting the external policy objectives of the EU. I also think it would be beneficial to activate the EIB mandate for providing credit to Iceland, Belarus, Libya, Iraq and Cambodia. Whilst loans have been extended to Iceland to support its economy, loans to the other countries have been granted on condition that the finance is used exclusively to support the development of democracy and human rights."@en1
