lpv:translated text	"Mr President, ladies and gentlemen, the aim of this report is to agree on Union guarantees for the external investments of the European Investment Bank (EIB). Many of the EIB’s investments are in countries that in the last few weeks have been at the heart of historic changes, with the toppling of authoritarian regimes by popular uprisings. The report seeks to extend Union guarantees also to other countries about which we have misgivings because of their lack of internal democracy. I believe it would be contradictory to move in that direction and wonder whether it might not instead be more useful if the EIB were to increase its investments within Europe, by financing small and medium-sized enterprises to a greater extent, for example, a hope that Commissioner Tajani himself expressed in this Chamber on Monday. Lastly, I am very disappointed to note the inclusion of Turkey among the pre-accession countries. I confirm that we in the will never – and I mean never – agree to any concessions in that respect on this or on any other front."@en1
