"Madam President, the pensions system is a basic element of the European social model that must be preserved. It is the responsibility of the Member States, but in order to guarantee its survival, we need to take measures, with the highest possible level of agreement with social partners and civil society. These measures need to be focused on setting a European standard that guarantees the solvency of all systems by making them subject to supervision criteria in order to limit the deficit in public finances across the Member States, and by extending the guarantees that are going to be demanded of insurance companies from 2013 to the mutual societies that manage these systems in some Member States. This standard needs to be set in order to rationalise the debate, because solving this problem means more than setting the retirement age in law. We need to take into account a person’s length of employment and contribution levels, and incorporate factors associated with the desires of retired people. Extending one’s working life must result in an improved pension. This standard also needs to look to the future. The mobility of workers is going to require that transferring passive rights from one country to another will not be a problem. When they move countries, Europeans need to be able to access their employment history in all the Member States where they have made contributions. I also think that we need to pay particular attention to gender and disability."@en1
