"Today in this House, we voted on the report on the Implementation of the Services Directive. The aim of the directive is to open up the market for service providers in the European Union, phase out the Member States’ protectionist barriers on the exercise of service activities and fulfil the principle of freedom of movement of goods and services in the Union, which is at the heart of the single market. In short, European service providers must be able to work without bureaucratic hindrance anywhere in the European Union. The own-initiative report by Mrs Gebhardt enables us to assess the implementation of the Services Directive, the three-year period for the implementation of which came to an end on 28 December 2009, this highly important directive having entered into force in December 2006. The rapporteur’s assessment indeed demonstrates that some Member States have still not adopted all the horizontal legislation that this directive requires in order to be correctly implemented, which is why work is still required to try and put in place all the mechanisms provided for by the Services Directive."@en1
