"Although Brazilian citizens can travel to all EU Member States without having to obtain a visa, in the case of a short stay, there are, however, four EU Member States – Estonia, Cyprus, Malta and Latvia – whose citizens require a visa in order to enter Brazilian territory. Although all the other Member States have negotiated bilateral agreements with Brazil so as to ensure a short-stay visa waiver, at present, however, it is no longer possible for the Member States to conclude this type of agreement on an individual basis.
Thus, the EU has an exclusive external remit in the field of the common visa policy. On 8 November 2010, an agreement was therefore concluded between the EU and Brazil, granting a reciprocal visa waiver for travel for the purpose of tourism and business for all Brazilian and EU citizens. I support the fact that this agreement thus ensures equal treatment for all EU citizens, ensuring that it can only be suspended or terminated, whether by Brazil or by the EU, if it is applied to all its Member States."@en1
