"These are issues related to the right to asylum and the criteria and mechanisms for establishing the state responsible for examining a request for asylum lodged in a Member State or in Switzerland. The agreement concluded on 26 October 2004 with the Swiss Confederation concerning the criteria and mechanisms for establishing the state responsible for examining a request for asylum lodged in a Member State or in Switzerland – the Dublin agreement with Switzerland – provides for the possible association of Liechtenstein with this . Given that an open borders policy for the free movement of people had existed for decades between Liechtenstein and Switzerland, in 2001, Liechtenstein expressed its interest in joining the Dublin agreement with Switzerland. However, it was not associated with the negotiations with Switzerland as it had not concluded a savings taxation agreement with the EU. Following the subsequent conclusion and entry into force of this agreement between the EU and Liechtenstein, the latter country confirmed its wish to be associated with the Dublin in 2005. In 2006, the Council gave the Commission the relevant authorisation to enter into negotiations with Liechtenstein and Switzerland. The negotiations were concluded and the draft protocol was initialled."@en1
