"Under the new powers granted to Parliament by the Treaty of Lisbon, it has become necessary to adopt the draft Council decision on the conclusion, on behalf of the European Union, of the agreement between the European Community and the Republic of Iceland, the Swiss Confederation and the Principality of Liechtenstein on supplementary rules in relation to the External Border Fund for the period 2007-2013. The Committee on Civil Liberties, Justice and Home Affairs has recommended the adoption of this agreement. The agreement envisages the participation in the External Borders Fund of third countries involved in the implementation, application and development of the Schengen
. This participation can come about through further agreements which should be reached in order to clarify the necessary provisions for this participation, including provisions on the protection of the EU’s financial interests and the authorisation of the Court of Auditors to carry out the audit. The agreement was reached between the parties, and given that there were no critical comments in any of the opinions expressed, I voted in favour of this resolution."@en1
