"Madam President, I abstained because I think that the decision to create a unitary patent through enhanced cooperation is another failure by the Council. There is only agreement between nine Member States and the document itself acknowledges that the objectives cannot be achieved within a reasonable timescale. Competitiveness? Efficiency? In addition, the judgment of the Court of Justice on jurisdiction in terms of the language rules is pending. The Council should have made the effort to reach a common position, and perhaps it should have done more work on using a single language, taking into account the number of registrations and the language used in the majority of them, in order to make us more competitive in our global context. Once again, the national perspective of the Member States has resulted in a fragmented decision with no clear criteria regarding the use of three languages. If we implement measures such as this, we shall never make progress in consolidating the European project."@en1
