"Mr President, we are having this debate today because the Russian leaders and, in particular, President Medvedev, have themselves so often emphasised the importance of the rule of law to the modernisation of Russia. At the same time, though, we are finding many specific examples of things which are impeding that very modernisation; for example, if I look at corruption, which is reportedly continually on the increase, despite a good, new corruption law being in place, or if I look at the Yukos case; or the repeated arrests of opposition members and the human rights activists who were awarded our Sakharov Prize. The modernisation that is being declared in Russia has not yet actually become a reality. Given that we are supposed to be working together with Russia on the Partnership for Modernisation, and supposed to be negotiating an EU-Russia agreement, I find it unbelievable then that only five sentences in the progress report on the Partnership for Modernisation have been devoted to the modernisation of the rule of law. I also think that we need to develop more expertise at home. What I want to do, and we will also be doing that together in the report that Parliament is to prepare on Russia, is call for the promotion of the rule of law."@en1
