"Madam President, I want to thank everyone who has been involved in formulating the compromise and, in particular, the rapporteur and Mr Simpson, Chair of the Committee. Although this is a compromise, it is also an important step forward from the perspective of the public. If we consider the question of delays and loss of baggage, it is extremely important for the public to know that we have introduced legislation to protect their rights. This limited distance of 250 kilometres is not the best possible solution, nor has it succeeded in the way many here have said it has. I believe that this is perhaps the weakest point in the act and we will surely have to return to this in the future, but, on the other hand, it is a big step in significantly improving the rights of disabled persons and persons with reduced mobility. From the point of view of the public, this represents just the sort of legislation that we should be introducing."@en1
