"Madam President, in recent years, the European Parliament, together with the Council, has adopted laws relating to passenger rights in air and rail transport. It is therefore logical for us now to adopt an analogous measure for bus transport as well, despite the fact that travellers in Europe still prefer individual transport and that standards on bus and coach transport itself are rapidly improving. However, our effort and enthusiasm for regulation should have clear boundaries. It is logical to define basic standards in the European Union for cross-border travel, protecting vulnerable groups of passengers and securing their rights. On the other hand, an effort to extend rights to local transport, and attempts to secure the maximum possible compensation or to regulate down to the last detail, constitute an inappropriate interference in the internal market. It is clear that all superfluous obligations mean greater costs for transport operators, which will ultimately be reflected in ticket prices. As a former mayor, I therefore followed with concern the proposal to include urban and suburban transport within the scope of the directive. I am pleased that common sense has prevailed in this case, and that urban and suburban transport will be protected from excessive regulation."@en1
