"Mr President, Commissioner, the European Union has been pushing since 2000 for enhanced Member State cooperation in the area of patent protection. The final round of negotiations, however, which took place in December last year, confirmed that many Member States have serious reservations over the proposed translation arrangements for EU patents, which are based on the current language regime of the European Patent Office. It is therefore impossible to achieve the positive unanimous decision of the Council necessary for further joint progress. In such a situation, it is therefore natural and logical that those Member States which see the need to enhance Member State cooperation in protecting intellectual property are responding by trying to establish enhanced cooperation between themselves in the area of creating unitary patent protection, by means of the process under Article 20 of the EU Treaty. Commissioner, ladies and gentlemen, I firmly believe that the European Parliament will not be an obstacle to enhanced cooperation between those Member States that wish to cooperate."@en1
