"We understand the Commission’s reasons, but the waste crisis in Campania will not be solved by imposing financial penalties and nor will it be solved by suspending the payment of EUR 135 million in contributions for the period 2006-2013, plus a further EUR 10.5 million for the period 2000-2006, which was intended for the funding of waste-related projects. The solution to the crisis lies instead in the healthy renewal of the political and operational situation. The new regional government, which was only installed in June last year, has unfortunately inherited 15 years of neglect and delays. Even so, it has already launched an integrated waste collection and disposal plan, which also includes putting the necessary facilities in place and reaching agreements with five regions of Italy for the temporary transfer of waste until the plan becomes fully operational. Future action to be taken must focus on transparency and dialogue between the people and the local authorities, on making citizens accept responsibility for the disposal of domestic waste, and also on better use of organic waste. I hope the Commission will appreciate the willingness and commitment of the new regional government and will soon see fit to release the European funding intended for this region so as to encourage its growth, subject of course to proper, rigorous controls and compliance with EU legislation."@en1
