"The interinstitutional negotiations on the external financing instruments are about the need to ensure democratic control by Parliament over the implementation of EU legislation. Article 290 of the Treaty on the Functioning of the European Union grants Parliament the power to object to or revoke certain decisions proposed by the Commission on where and how money is spent.. The funds in question will serve purposes such as organising civil society in Belarus or supporting human rights in Tunisia.
