"I understand the Commission’s demand for greater flexibility in the funding of politically sensitive projects aimed at supporting democracy and human rights. However, at the same time, I firmly believe that if this Parliament has to give the Commission a freer hand in financing such projects, it must retain its monitoring role. In the final analysis, it is we who are responsible to the people for the EU budget. If we are talking about financial instruments for supporting the spread of democracy, legal certainty and respect for human beings, we should also be talking about the effectiveness of these instruments, and about whether we might promote democracy and human rights in even more effective ways. In the debate on the persecution of Christians worldwide, the EU High Representative for Foreign Affairs assured us that every bilateral agreement on cooperation now includes a clause on democracy and human rights. To make any financial assistance or commercial agreement conditional on the fulfilment of these obligations might help to spread democracy and respect for fundamental human rights more than supporting various more and less sensible projects."@en1
