"Mr President, the energy summit may put the European Union back on track for economic growth. In its ambition to become the most sustainable global economy it must devise a new energy vision for Europe. A coherent, Community approach is required for both production and efficiency. Production means sources, transport and distribution. The Black Sea and Caspian Sea regions have new energy sources which can be developed over long periods of time. New transport routes can be created in this region. The Southern Corridor and, in particular, the Nabucco pipeline are of paramount importance in this respect. The Danube Strategy can also help develop new gas or oil supply routes. We cannot discuss a common policy without having a common energy network. Interconnection between national networks is the first step towards a single internal energy market. Energy efficiency is a must. Steps have been taken in this direction, but the Union needs to implement the action plan in this area in the years ahead. Energy efficiency will have a huge impact on economic growth, the methods used to cut CO emissions and on creating jobs in areas such as IT, construction and services. With regard to the situation in North Africa, we must ensure that the action proposals put forward by the Council will guarantee a peaceful transition in this region and that the new organisations will assume power democratically."@en1
