"EU competition policy is not just a fundamental policy that truly underpins the European legal framework, but it also constitutes the basis of a successful internal market and a sustainable and competitive economy. That is why I consider it important that the Commission informs Parliament on its development and application. As we are all aware, 2009 was an extraordinary year for a variety of reasons. It was the year that followed the collapse of Lehman Brothers (September 2008), which meant that various exceptional measures were introduced with regard to competition, in particular, concerning State aid, the four communications relating to the financial sector and the provisional framework directed at the remaining sectors. Therefore, I consider it essential to carry out an in-depth analysis on the impact that these measures have had on the economy and finances of the various states and to examine their effectiveness so that the necessary conclusions can be drawn."@en1
